Career and Technical Education Center programs and courses are available to students in secondary schools in the following school divisions:  Gloucester, Hampton, Newport News, Poquoson, Williamsburg/James City County, and York County.  Course admission is subject to the policies of the individual school divisions and the availability of space in the class.  Students wishing to attend should submit applications through their high school counselors.  Applications are available in counselor offices or by downloading below.  The deadline to submit applications is generally April 1 of the school year (SY) prior to which a student desires entry (i.e. April 1, 2012 for entry in SY 2012-2013).

Generally, high school students are enrolled in New Horizons during their junior and senior years. They spend two hours and twenty minutes a day at New Horizons in a Career and Technical Education class and the remainder of their high school day at their home school.

An activities fee, personal equipment fee, and liability insurance fee may be required for Career and Technical Education courses.  All courses require participation in co-curricular student organizations; the membership dues are included in the activity fee.

Career and Technical Education students should select second and third preference courses.  Course offerings are subject to a minimum level of enrollment and funding for the program.
